Ahmet Serdar İbrahimcioğlu graduated from the Department of Mechanical Engineering at Yıldız Technical University in 2008. Following his graduation, he began his career in the construction sector, where he held managerial positions in industrial facilities, infrastructure structures and residential projects.

In 2012, he joined an incubation center supported by KOSGEB and MÜSİAD as a technology entrepreneur. In 2013, he completed his master’s degree in Construction Engineering, Construction Management, at the Institute of Science and Technology of Yıldız Technical University, with a thesis titled “Real Estate Valuation in Sustainable Buildings.”

Between 2013 and 2018, İbrahimcioğlu served as Technical Director and Deputy General Manager at Yıldız Technical University Technopark. In 2019, he completed his second master’s degree in Business Administration at Bahçeşehir University with a thesis titled “Technology Planning in the Information Technology Sector.” He is currently pursuing his PhD in Business Administration at Gebze Technical University.

İbrahimcioğlu served as General Manager of Bilişim Vadisi from 2018 to 2023, where he worked extensively in the fields of technology entrepreneurship, digital transformation and venture capital investment funds. He contributed to the establishment and committee processes of the Bilişim Vadisi Venture Capital Investment Fund in 2020 and the 4th Venture Capital Investment Fund in 2022.

Until 2024, he served as Founding Chairman of the Board of Directors of Digital Game and Animation Development Inc., contributing to the development of Türkiye’s game development ecosystem. He also served as Chairman of the Board of Directors of the Brussels-based Innovation and Technology Association until 2025, leading initiatives aimed at increasing the participation of Turkish technology entrepreneurs in international projects and cooperation networks.

Since 2024, İbrahimcioğlu has served as a Board Member of Credit Guarantee Fund Inc. (KGF). He is also the Founding Chairman of the Board of Directors of GO Digital Technology Services Inc. and has served as Vice Chairman of the Board since 2025.

Bringing together the fields of manufacturing, technology, entrepreneurship, management and finance in his professional and academic work, İbrahimcioğlu was appointed President of KOSGEB by a decision of President Recep Tayyip Erdoğan dated October 6, 2023. In his role as KOSGEB President, he focuses on improving SMEs’ access to finance, supporting their growth and scaling, advancing digital and green transformation, and strengthening their resilience.

Fluent in English, İbrahimcioğlu regularly participates as a speaker at universities and national and international events on topics including the National Technology Initiative, sustainability, digital transformation of industry, technology entrepreneurship, resilience and venture capital investment funds.

İbrahimcioğlu is married and has three children.
